On July 18, 1995, Walter W. Lee requested that the General Accounting Office review the Department of the Air Force's determination that he was required to take two days of annual leave in connection with business travel from Japan to Hawaii. On July 17, pursuant to Section 211 of the Legislative Branch Appropriations Act, 1996, Pub. L. No. 104-53, 109 Stat. 535 (1995), certain functions of the Comptroller General were transferred to the Director of the Office of Management and Budget (OMB) effective June 30, 1996, with the authority to redelegate such functions to other agencies as determined by the Director to be appropriate. Under a determination issued by OMB on June 28, 1996, the Comptroller General's function with respect to the resolution of claims for expenses incurred by federal civilian employees for official travel and transportation was delegated to the Administrator of the General Services Administration. That function was further delegated to the General Services Administration Board of Contract Appeals. The Comptroller General's function with respect to the resolution of claims involving compensation and leave for federal employees was delegated to the Office of Personnel Management. In July 1996, the General Accounting Office sent Mr. Lee's claim to this Board, which docketed it as GSBCA 13669-TRAV. After review of the file, the Board has concluded that the claim, which seeks solely the reinstatement of annual leave, and no expenses with respect to the travel undertaken, should have been sent to the Office of Personnel Management. Since the Board has no authority to resolve this claim, it is DISMISSED.
