Claimant, Keith Gentry, a civilian employee of the Department of the Navy, seeks reimbursement of expenses incurred incident to a permanent change of station. Claimant states that he and another civilian employee swapped positions at their request so that each could move to a geographic area of their choice. While both expected that expenses incident to the changes of station would be paid, the agency did not authorize payment of such expenses. Claimant asks this Board for a full review and investigation of this situation as well as for full and complete reimbursement of my moving expenses. Claimant further states that [u]pon approval of this request I would be willing to complete the appropriate paperwork for reimbursement and provide receipts and documentation as required to our Travel Office. We cannot grant the relief requested by claimant. Board Rule 401(c) provides, in part: Any claim for entitlement to travel or relocation expenses must first be filed with the claimant's own department or agency (the agency). The agency shall initially adjudicate the claim. A claimant disagreeing with the agency's determination may request review of the claim by the Board. It is clear from the claimant s own submission to this Board that he has not filed a claim with the agency. The agency has filed a motion to dismiss, stating that claimant has not submitted a claim to his agency for reimbursement, and accordingly the agency has not adjudicated the matter. Claimant must first file a claim with his agency. If he receives an adverse determination, he may then file a request for review at this Board.
