On June 4, 1997, Tri-State Motor Transit Co. (Tri-State) submitted a supplemental voucher for $202.25 for additional transportation charges in connection with the shipment of freight under Government bill of lading D-2,743,708. The General Services Administration's (GSA's) Office of Transportation Audits (OTA) disallowed the claim on the basis that it was time-barred. Claimant requested review by this Board on November 3, 1997. By letter dated November 26, 1997, in response to Tri- State's request for review, GSA OTA determined that the claim was timely filed and issued a settlement certificate on January 14, 1998, authorizing payment in the full amount claimed.
