McGil Specialized Carriers, Inc., claimed that the Government owed $440.52 more than it had paid for the carrier's having hauled goods from the Naval Weapons Station in Charleston, South Carolina to the Naval Weapons Station in Yorktown, Virginia during June 1994. McGil maintained that because this shipment consisted of foreign military sales items, charges should have been assessed in accordance with the carrier's relevant tariff, not a tender the firm had submitted to the Department of Defense to cover shipments of that agency. The General Services Administration's Office of Transportation Audits has issued a settlement certificate which states that "there is due from the United States" to McGil the entire amount claimed.
