McGil Specialized Carriers (McGil) complains that the Department of Defense (DoD), by taking deductions from invoices submitted by the carrier with the sole explanation "GSA deduction," creates an accounting nightmare by not making clear why the deductions were taken. Both DoD and the General Services Administration (GSA) maintain that because the carrier has not submitted a claim to GSA's Transportation Audits Division regarding this matter, presentation of the case to this Board is premature, and the case must consequently be dismissed. The Board convened a telephonic conference to discuss the agencies' position. At the conference, GSA agreed to provide the carrier with a further explanation of reasons for the deductions.
