Whitten Transfer Co. claimed that the Government owed $371 more than it had paid for the carrier's having hauled goods from the Naval Weapons Station in Colts Neck, New Jersey, to the Portsmouth Naval Shipyard in Portsmouth, New Hampshire, during July 1993. Whitten maintained that because this shipment was for the benefit of the Coast Guard, charges should have been assessed in accordance with the relevant tariff, not a tender the carrier had submitted to the Department of Defense to cover shipments of that agency. The General Services Administration's Office of Transportation Audits has issued a settlement certificate which states that "there is due . . . from the United States" to Whitten the entire amount claimed.
