On February 18, 1997, Tri-State Motor Transit Co. requested a review of the General Services Administration's denial of its claim under Government bill of lading C-0,917,247 involving use of Department of Defense (DOD) rate tenders for movement of arms, ammunition, and explosives on behalf of non-DOD federal agencies.
