On October 21, 1996, C. I. Whitten Transfer Co. requested a review of the General Services Administration's denial of its claim for an additional payment of $191.65 for transportation charges in connection with the shipment of freight from Yorktown, Virginia to Belle Chase, Louisiana. The Office of Transportation Audits notified the Board on March 26, 1997, that it had issued a certificate of settlement in this claim. On April 22, 1997, C.I.
