Whitten Transfer Co. (C.I. Whitten) filed its claim with the Board on October 21, 1996, seeking reimbursement of costs incurred for the shipment of freight for the Department of the Army from Crane, Indiana to Belle Chasse, Louisiana. On April 14, 1997, the GSA Office of Transportation Audits issued a settlement certificate allowing C.I. Whitten's claim for $258.63. On April 22, 1997, C.I.
