Tri-State Motor Transit Co. (Tri-State) filed its claim with the Board on October 8, 1996, seeking reimbursement of costs incurred for the shipment of freight for the Department of the Army from Romulus, New York to the Charleston Air Force Base, Charleston, South Carolina. On January 30, 1997, the GSA Office of Transportation Audits issued a settlement certificate in the amount of $41.54. On April 8, 1997, Tri-State filed a motion to dismiss its claim.
