     Carriers and freight forwarders may request our review of
decisions by the General Services Administration's Office of
Transportation Audits (OTA) concerning claims.  On September 11,
1996, Stapp Towing Co., Inc. (Stapp) filed a request that asks us
to review an agency decision concerning a deduction to one of
Stapp's bills.  Because Stapp did not make a claim to OTA regarding
this deduction before requesting our review, OTA asks that this
matter be dismissed.  Stapp agrees that it has not yet filed such
a claim with OTA, and does not oppose OTA's request for dismissal. 

     Stapp's request for review is DISMISSED.
