On April 25, 1996, Tri-State Motor Transit Co. requested that the General Accounting Office (GAO) review the audit action of the General Services Administration's (GSA's) Office of Transportation Audits denying its claim in the amount of $645 for transportation charges under Government Bill of Lading number E-O,787,692. Pursuant to Section 211 of the Legislative Branch Appropriations Act, 1996, Pub. L. No. 104-53, 109 Star. 514, 535 (1995), GAO's review function with respect to disputes involving proper transportation rates for the movement of people and property was transferred to the Office of Management and Budget (OMB). This function was delegated by OMB to GSA and redelegated by the Acting Administrator of GSA to the Board. Subsequent legislation has made the assignment of this duty to the Administrator permanent. Pub. L. No. 104-316, 202(o)(2), 110 Stat. 3826, 3844 (1996). In a letter dated August 5, 1996, GSA informed the Board that based upon additional information provided by the carrier in its request for review, the claim had been reexamined and allowed. Tri-State agreed to dismissal of the claim upon receipt of payment of the amount allowed. In a letter dated June 23, 1997, Tri-State confirmed that the claim has been paid.
