The claimant, Tri-State Motor Transit Co., sought payment for additional transportation charges under two Government bills of lading (GBLs). Tri-State has received certificates of settlement which are acceptable to it for each of the two GBLs. Although Tri-State asserts that as of November 26, 1997, its records indicate that payment has been received for only one of the certificates, it has not proposed to keep this matter open. Given that Tri-State has received acceptable certificates of settlement, there no longer is a matter for this Board to resolve.
