ISSUED: November 30, 1992 GSBCA 12057-P THE FILLMORE GROUP, Protester, v. DEPARTMENT OF THE NAVY, Respondent. Frank C. Fillmore, Jr., President of The Fillmore Group, Ellicott City, MD, appearing for Protester. Russell P. Spindler, Office of Counsel, Naval Air Warfare Center, China Lake, CA, counsel for Respondent. NEILL, Board Judge. NOTICE On this date, the Board issued its opinion and decision on this protest. The protest was granted. Respondent's delegation of procurement authority was amended to require a reevaluation of protester's proposal and to proceed thereafter in accordance with applicable statute and regulation. The Board's suspension order for this case remains in effect until a decision is made either to terminate or to confirm the original contract award. Because the Board's decision contains information which may be considered by the parties to be procurement sensitive or proprietary, the Board initially issued its decision subject in its entirety to a protective order. The parties were advised to inform the Board of any redactions they consider appropriate within forty-eight hours from the time of the release of the decision to the parties. If no proposed redactions are received by that time, the decision will be released in its entirety to the public. _______________________ EDWIN B. NEILL Board Judge
