ORDER On September 23, 1992, Integrated Systems Group, Inc. filed with the Board a post-award protest involving the respondent, the Western Area Power Administration, Department of Energy. The agency placed an award under a GSA schedule contract after noting its intent to do so in the Commerce Business Daily. Protester responded to that notice, allegedly proposing prices lower than in the noticed schedule. In addition to maintaining that the agency failed to provide timely notification of the award, protester asserts that the agency improperly deemed protester's response to be technically unacceptable such that the award was improper. On October 16, 1992, the parties filed with the Board a stipulation for dismissal stating that the protest is moot as the computer systems received from the GSA schedule contractor do not meet the needs of the requesting party.
