ORDER On September 30, 2002, appellant, Bird Construction (USA), Inc., was awarded a contract by respondent, the General Services Administration, to perform and provide design/build services for three border crossing stations located in Lancaster, Minnesota, Roseau, Minnesota, and North Troy, Vermont. On January 5, 2005, the contracting officer issued a final decision implementing a stop work order and deductive modification to appellant's contract. Appellant filed the above-captioned appeal on March 30, 2005. The parties have reached a settlement of the underlying appeal and filed a joint motion to dismiss on July 5, 2006.
