ORDER On November 26, 2004, appellant, Chengdu DoFine Building Decorating Co., Ltd., appealed the final decision of a Department of State contracting officer denying appellant's claims under contract number PO SCH510-04M9035 for renovation of the former Consul General Residence in the Consulate in Chengdu, People's Republic of China. On March 23, 2005, the Department of State filed a settlement agreement executed by appellant and the contracting officer in which they requested that the appeal be dismissed with prejudice.
