ORDER These consolidated appeals arise from a contract to perform filing, storing, retrieval, and document destruction services for the Social Security Administration's (SSA's) Folder Service Operations (FSO) facility in Plains (Wilkes-Barre), Pennsylvania. Appellant, Panacea Consulting, Inc., claimed entitlement to additional payments under its contract based upon SSA's alleged unilateral and constructive changes to the method by which appellant was paid for this work. In a motion filed at the Board on October 16, 2006, appellant, as a result of a settlement between the parties, moved the Board to dismiss these appeals with prejudice.
