                              ORDER

     On March 5, 2004, Ray and Marilyn Snyder filed a notice of appeal in connection with
a dispute under contract number GS-06F-04FBE177.  On April 1, 2004, appellants informed
the Board that they are withdrawing their appeal and requested the appeal be dismissed with
prejudice.

     Accordingly, this appeal is DISMISSED WITH PREJUDICE.  Rule 128(a).
