                              ORDER

     Appellant, Corning Construction Corporation, appealed a contracting officer's
decision assessing liquidated damages under a contract for the replacement of the roof on the
Bureau of Engraving and Printing's main building.  On November 17, 2004, the parties filed
a joint stipulation requesting that the appeal be dismissed with prejudice.  Accordingly, this
appeal is DISMISSED WITH PREJUDICE.
