                              ORDER

     Appellant, Bret Vance, filed these appeals on September 17, 2003, from a General
Services Administration contracting officer's final decision deeming appellant in default for
non-removal of property awarded on lots 15 and 21 under internet sale number
81FBPI03-0067.

     On December 19, 2003, the parties filed a Joint Stipulation for Dismissal with
Prejudice stating they have settled these appeals.  Accordingly, these appeals are
DISMISSED WITH PREJUDICE.  Rule 128.
