                              ORDER

     On March 14, 2003, R. D. Vaughn Construction Co., Inc. filed a notice of appeal in
connection with a dispute under contract number GS-04P-98-CXD-0202, a contract for repair
and alteration services at federal facilities in five states.  On September 12, 2003, appellant
filed a request for dismissal stating the parties reached a settlement.  Respondent does not
object to appellant's request.  

     Accordingly, this appeal is DISMISSED WITH PREJUDICE.  Rule 128(a).
