ORDER This case involves a claim by Parcel 49C Limited Partnership (Parcel 49C), lessor, for payment of license fees by the General Services Administration (GSA), lessee, for the installation of Nextel antennas in and on the Portals II Building in Washington, D.C. On March 13, 2003, the Board issued an interlocutory decision in this case, granting in part a motion for summary relief which had been filed by GSA. Parcel 49C Limited Partnership v. General Services Administration, GSBCA 15932, 03-1 BCA 32,207. Shortly thereafter, counsel for the parties represented that they had agreed on a resolution of the portion of the case left unresolved by the Board's interlocutory decision. On January 12, 2004, after considerable further discussion and delays in the Government's making of agreed-upon payments, Parcel 49C moved the Board to dismiss the case.
