                              ORDER

     On May 21, 2002, and October 28, 2002, appellant, Thomas D. McCloskey, filed
notices of appeal in connection with disputes under contract number GS-03B-40132 for lease
of premises at 900 Madison Avenue, Baltimore, Maryland.  On May 23, 2003, appellant filed
a motion to dismiss with prejudice stating the parties have executed a formal settlement
agreement and all terms and conditions of the agreement have been met.

     Accordingly, these appeals are DISMISSED WITH PREJUDICE.  Rule 128(a).
