                              ORDER

     On March 22, 2002, the parties reported that they had reached a settlement of this
matter and moved to dismiss the appeal.  The parties settled after mediation under the
auspices of a Board neutral.  Pursuant to the agreement of the parties and Rule 128(a), this
appeal is DISMISSED.  The parties also have moved for withdrawal of the appeal file.  The
Board grants permission for the withdrawal.  Rule 123(c).
