ORDER On March 30, 2001, appellant filed its appeal with the Board in connection with a contract with the General Services Administration (GSA). Appellant contracted to construct a fitness room in the basement of the United States Courthouse in Wichita, Kansas. The contracting officer issued appellant a notice to proceed prior to receiving security clearance results. Appellant proceeded to honor the contract. The contracting officer received unfavorable security clearance results and issued appellant a letter rejecting its bid. GSA and appellant have reached an amicable resolution in this matter.
