This appeal was filed by appellant by Notice of Appeal dated June 15, 1999, from a contracting officer s decision dated June 9, 1999, denying appellant s claim in the amount of $87,861 arising from its contract with respondent for the construction of the Advanced Chemical Sciences Laboratory in Gaithersburg, Maryland. The parties entered into an agreement to have the dispute resolved by alternative dispute resolution (ADR) in which the panel chairman, acting as Board Neutral, would render a binding, non-appealable decision. On February 8, 2000, a decision was issued to the parties which was not made available to the public at the request of the parties.
