                                 ORDER
 
        On  May 13, 1999,  appellant, Universal Data  Systems, Inc.,
   filed  a notice  of appeal  in  connection with  a dispute  under
   contract no. GS00KA95FC4014.
 
        On October  20, 1999,  the parties filed  a joint  motion to
   dismiss the appeal with prejudice.
 
        Accordingly,  this appeal is DISMISSED WITH PREJUDICE.  Rule
   128(a).
