The General Services Administration (GSA) issued several stop work orders which delayed the performance of work under a contract for the renovation of Federal Office Building #6 in Washington, D.C. Twigg Corporation (Twigg), the general contractor for this project, submitted a claim for an equitable adjustment to the contract price which would compensate itself and two of its subcontractors, Landis & Staefa (now Siemens Building Technologies) and Pioneer Woodworks, for additional impact costs associated with the suspensions of work. The amount of the claim was $253,661. The contracting officer did not issue a decision on this claim, and Twigg appealed from her deemed denial. The parties have now agreed that in full settlement of the claim at issue in this case, GSA will pay to Twigg the sum of $108,084 plus interest thereon, at the rates set by the Secretary of the Treasury (pursuant to Pub. L. No. 92-41, 85 Stat. 97 (1951)) from October 8, 1998, until paid. The parties have asked the Board to issue a decision in accordance with the terms of the agreement. They have also stated that within seven calendar days after their receipt of the Board's decision, they will submit certificates of finality as to the decision. Decision The appeal is GRANTED IN PART, as agreed by the parties. GSA shall pay to Twigg the sum of $108,084 plus interest thereon, at the rates set by the Secretary of the Treasury (pursuant to Pub.
