                              ORDER

     This appeal involves a dispute between AT&T Communications and the General
Services Administration (GSA) arising under contract GS00K89AHD0008.  On August 4,
2003, the Board received a request from respondent to dismiss this appeal as settled.  On
September 4, 2003, appellant filed a consent to GSA's motion to dismiss the appeal. 
Accordingly, the appeal is DISMISSED.  Rule 128(a).
