                                 ORDER
 
        On March 8, 1999, appellant, Quality Elevator Company, Inc.,
   filed  a notice  of appeal  in  connection with  a dispute  under
   contract  no. GS-11P97MQC0129/IDC/67090  for the  design/build of
   elevator improvements  and the provision of  elevator maintenance
   service at the Commerce Building, Washington, D.C.   On September
   22, 2000,  the parties  filed a joint  stipulation for  dismissal
   with prejudice.
 
        Accordingly,  this appeal is DISMISSED WITH PREJUDICE.  Rule
   128(a).
