ORDER This appeal was filed on February 23, 1999 by Diversified Collection Services, Inc. (Diversified) against the Department of the Treasury, Financial Managment Service (FMS), in connection with a dispute arising under contract number T-fms-97-19 awarded to Diversified to perform debt collection services for the FMS. During a conference with counsel and the Board on March 3, 1999, proceedings were suspended to allow the parties to engage in settlement discussions.
