On February 5, 1999, Kobane, Inc. filed an appeal with the Board in connection with a contract with the General Services Administration for roof repairs on the Department of Commerce Building in Washington, D.C. On April 18, 2000, the parties filed a Stipulation for Entry of Judgment, which stated in part: Whereas, the GSA and Kobane desire to effect a full settlement and Mutual release of all existing and/or potential causes of action, appeals, claims, disputes, and/or demands for relief or remedies by either party relating to Contract No. GS-11P95MQC0037. 1. Kobane and GSA have agreed to settle each and all of their claims arising from Contract No. GS-11P95MQC0037 in exchange for payment by GSA of Three Hundred Thousand One Hundred Forty-Six Dollars and 47 Cents ($300,146.47), inclusive of interest through April 15, 2000, plus interest thereon at the rates set by the Secretary of the Treasury (Pursuant to Public Law 94-41 (85 Stat. 97) for the Renegotiation Board) from April 16, 2000 until paid, and with each party to bear its own costs, expenses and attorney fees. Pursuant to Board Rule 136(e), the appeal is GRANTED IN PART.
