                                 ORDER
 
        On January 5, 1999, appellant,  Vincent Clark, appealed  the
   final  decision of a  General Services Administration contracting
   officer denying  his claim  for a  refund for  repair/maintenance
   expenses relating to a vehicle Mr. Clark purchased under contract
   number GS01F99FBE0572.  On February 12, 1999, the parties filed a
   joint  motion  to dismiss  this  appeal, stating  that  they have
   agreed to settle the appeal in its entirety.
 
 
 
        According, this appeal is DISMISSED WITH PREJUDICE.
