                                 ORDER
 
        On October  22, 1998, appellant, Psychrometric Systems, Inc.
   (PSI), appealed  the final decision  of a Department  of Commerce
   contracting  officer denying  PSI's claim  under contract  number
   43SBNB760096 for  services to  repair the  National Institute  of
   Standards and Technology's cooling tower located in Gaithersburg,
   Maryland.  On  April 20, 1999, respondent informed the Board that
   the  parties have  reached  a settlement  and  that they  jointly
   request that this matter be dismissed with prejudice.

        Accordingly, this appeal is DISMISSED WITH PREJUDICE.
