The General Services Administration (GSA) awarded to Twigg Corporation (Twigg) a contract in which the agency agreed to pay $30,806,000 for the renovation of Federal Office Building Six in Washington, D.C. During the course of performance of this contract, several disputes arose between the contractor and the agency. The GSA contracting officer's decisions regarding some of those disputes were appealed to this Board by Twigg and docketed as GSBCA 14582, 14583, 14584, 14619, and 14725. Through these five cases, the contractor sought payment of $5,019,985 more than the contracting officer had allowed. The parties have now resolved their disputes by agreeing that in full settlement of the claims at issue in these cases, GSA shall pay to Twigg the sum of $4,351,386, plus interest thereon (at the rate established by the Secretary of the Treasury pursuant to Public Law 92-41 (85 Stat. 97) for the Renegotiation Board) from June 1, 1998, until paid. The sum is to be apportioned among the various cases as follows: GSBCA 14582: $1,413,183 GSBCA 14583: 801,099 GSBCA 14584: 2,075,313 GSBCA 14619: 8,708 GSBCA 14725: 53,083 The parties have asked the Board to issue a decision in accordance with the terms of this agreement, and have stated that they will submit certificates of finality as to such a decision. Decision The parties' request for a decision adopting the terms of the stipulated award is granted. The appeals are GRANTED IN PART. GSA shall pay to Twigg the sum of $4,351,386, plus interest thereon (at the rate established by the Secretary of the Treasury pursuant to Public Law 92-41 (85 Stat. 97) for the Renegotiation Board) from June 1, 1998, until paid.
