ORDER Twigg Corporation appealed a General Services Administration contracting officer's decision decreasing by $11,003 the price of a contract for renovation of an office complex in Washington, D.C. According to the decision, the sum represents the value of work which would have been involved in installing a chilled water bypass which was required by the contract. Twigg maintained that the work was not specified by the contract and alternatively that if it was required, the credit taken was excessive. The parties have now settled the case.
