On March 23, 1998, appellant, W.M. Schlosser Company, Inc. (Schlosser), appealed the deemed denial of its request for an equitable adjustment under contract number GS-03P-92-DXC-0021 for the renovation of the Edward Garmatz Federal Courthouse Building in Baltimore, Maryland. On June 11, 1999, the parties filed a joint stipulation of judgment stating, in pertinent part: The parties have negotiated the quantum issues involved in this docket and have agreed to stipulate to the entry of judgment as follows: In full settlement of the claims contained in Docket No. 14532 [the General Services Administration] will pay to Schlosser the sum of One Hundred Twenty-One Thousand Six Hundred Five Dollars and No Cents ($121,605.00), plus interest thereon at the Contract Disputes Act rate from November 25, 1996 until paid. Each party forever discharges, remises and releases the other from any and all claims, demands, and causes of action, known or unknown, of any kind whatsoever, which either may have against the other arising out of Contract No. GS-03P-92-DXC-0021, including, but not limited to attorney fees or other costs.
