(Schlosser), appealed the final decision of a General Services Administration contracting officer denying Schlosser's request for equitable adjustments under contract number GS-03P-92-DXC-0021 for the renovation of the Edward Garmatz Federal Courthouse Building in Baltimore, Maryland. On March 16, 1999, the parties filed a joint stipulation of judgment stating, in pertinent part: The parties have negotiated the quantum issues involved in this docket and have agreed to stipulate to the entry of judgment as follows: The General Services Administration will pay to Schlosser the sum of Six Hundred Thousand Dollars and No Cents ($600,000.00). Each party forever discharges, remises and releases the other from any and all claims, demands, and causes of action, known or unknown, of any kind whatsoever, which either may have against the other arising out of or related to Schlosser's claims for extended performance costs on Contract No. GS-03P-92-DXC-0021, including, but not limited to, payment of interest, attorney fees or other costs.
