ORDER In June of 1997, appellant was the successful bidder on two trailers under a General Services Administration (GSA) sealed bid sale. Upon notification that he was the successful bidder, appellant paid in full and made arrangements to pick up the trailers. Upon arrival at the site and after inspection of the purchased property, appellant alleged that there were deficiencies in the trailers that were not disclosed to the public prior to the bid time and requested that his contracts be canceled. Subsequently, at the request of appellant, an investigation was conducted by the GSA sales contracting officer and the conclusion reached that appellant's contracts could not be canceled. Appellant requested a contracting officer's final decision, which was issued on October 2, 1997. It is from that decision that appellant appealed to this Board. On September 18, 1998, the parties filed a "Stipulation and Request for Dismissal," which states that all issues of the appeal have been resolved to the satisfaction of both parties and requests that the Board dismiss this case.
