ORDER In August 1993, appellant, The Haskell Company, entered into a contract with respondent, the General Services Administration, to design and build a headquarters building for the Centers for Disease Control and Prevention in Atlanta, Georgia. On December 5, 1996, appellant submitted a certified claim to the contracting officer seeking time extensions, additional costs, and remission of liquidated damages. The contracting officer issued a decision on July 8, 1997, denying Haskell's claim. On August 18, 1997, appellant filed an appeal of that decision with the Board. The parties initially engaged in some discovery, and during that process settled the dispute. On November 17, 1998, appellant filed a Motion to Dismiss with the Board.
