                                   ORDER

    On February 13, 1997, the Board issued its notice of docketing 
in this appeal.  On February 18, however, noting certain problems
concerning jurisdiction over this case, the Board issued an Order
to Show Cause why the case should not be dismissed for lack of
jurisdiction.   

    In response appellant concedes that the Board does not have
jurisdiction over this dispute. 

    Accordingly, this appeal is DISMISSED.
