ORDER Federal Builders, LLC, contracted with the Department of Commerce to lease facilities which would serve as the Duluth, Minnesota Weather Forecast Office. Disputes arose between the parties. They led to a contracting officer's decision which Federal Builders appealed to this Board, claiming that the agency was obligated to pay an additional $130,897.50 under the contract. The parties agreed to submit the case to alternative dispute resolution (ADR), with the panel chairman serving as neutral. At an ADR session held three weeks later, the parties resolved their differences, with the agency agreeing to pay the contractor $91,700 "as a full and complete settlement of all claims which the Contractor asserted or could have asserted against the Government in connection with the Lease."
