Thomas Company, Inc. appealed a contracting officer's decision denying its claim, for $81,070, arising under contract number GS-03P-96-CDC-0161 for courtroom renovations in the James A. Byrne Courthouse in Philadelphia, Pennsylvania. On September 8, 1997, the parties filed a settlement agreement and a joint motion for stipulated judgment providing that the General Services Administration (GSA) will "pay, and S.J. Thomas agrees to accept, the aggregate amount of $54,000, all inclusive, as full payment of the appeal." The settlement agreement further provides that the matter will be submitted to the Board for decision in accordance with its terms. The parties have also agreed to execute and submit certificates of finality to the Board. GSA will file the necessary forms with the Department of the Treasury for payment from the Judgment Fund. Pursuant to Rule 136(e), the Board adopts the parties' stipulation for entry of judgment and enters judgment as requested. Rule 136(e) provides that the Board may so adopt the parties' stipulation, by decision, and that such decision is an adjudication of the appeal on its merits. E.g., Flintco, Inc. v. General Services Administration, GSBCA 13618, 97-1 BCA  28,738 (1996). Decision The appeal is GRANTED IN PART. Respondent shall make payment to S.J.
