ORDER On October 19, 1995, 1330 L Street Associates, Limited Partnership filed this appeal with the Board concerning the General Services Administration's alleged failure to fulfil a contract for leased space at the Franklin Court Building in Washington, D.C. On February 28, 1997, appellant filed a motion to dismiss its appeal with prejudice which stated: Pursuant to the terms of the Settlement Agreement (EX. A) entered into between the parties, and based upon the mutual representations and obligations therein, Appellant 1330 L Street Associates, Limited Partnership, hereby withdraws its Appeal and Complaint in this matter and asks that the Board dismiss this action with prejudice.
