ORDER On April 5, 1996, the Board dismissed appellant s appeal, GSBCA 13301, without prejudice pursuant to a settlement agreement between the parties. The dismissal was to become one with prejudice sixty days after the filing of the parties stipulation, which was filed on April 1, 1996, unless either party moved to reinstate the appeal prior to the expiration of the sixty-day period. On May 31, 1996, appellant filed a request for reinstatement of his appeal alleging that the Government had not honored the settlement agreement entered into by the parties. That appeal was docketed as GSBCA 13614(13301)-REIN. The Board scheduled a conference call for June 13, 1996, to discuss the status of the case. Prior to the conference call, appellant advised that he had in fact been paid and would withdraw his appeal. On July 30, 1996, appellant filed said withdrawal.
