                                 ORDER
    
        On November  15, 1993,  appellant filed  a notice of  appeal
   from the contracting  officer's decision of August 12,  1993.  On
   December 3, 1993,  appellant withdrew  his appeal.   Pursuant  to
   Rule 28(a)(1), this appeal is DISMISSED WITHOUT PREJUDICE, to  be
   converted  to a dismissal with prejudice unless reinstated within
