On May 19, 1993, Strand, Inc. (Strand) appealed the final decision of a General Services Administration contracting officer denying Strand's claim for an equitable adjustment of $341,922 under contract number GS-09P-91-LTC-0014 for renovation of the Federal Office Building at 909 First Street, Seattle, Washington. The parties elected an alternative dispute resolution process and requested that the Board appoint a settlement judge to facilitate settlement. A settlement conference was held before the Board settlement judge on February 4, 1994, in Auburn, Washington. On May 31, 1994, the parties filed a joint stipulation for entry of judgment stating: Appellant and respondent, through their attorneys, hereby stipulate and agree as follows: 1. That, pursuant to the terms of a Settlement Agreement between the parties as of the date of execution, judgment shall be entered in favor of appellant and against respondent, in the amount of Two hundred and thirty-seven thousand, five hundred dollars ($237,500). Interest pursuant to the Contract Disputes Act of 1978, 41 U.S.C. 601-613, shall begin to run on January 14, 1993, and continue until the principal sum is paid. 2. That appellant['s] claim docketed as GSBCA No. 12434 shall be dismissed with prejudice. Decision Pursuant to the stipulation of the parties, this appeal is GRANTED.
