ORDER This appeal was filed by Heartland Moving and Storage, Inc., on April 15, 1993. The dispute involves the contracting officer's denial of appellant's claim of $576 for travel time incurred by appellant's packers and movers in the course of its contract performance. Respondent alleges that the one hour charge provided for in the contract is a "per driver" charge and not a "per man" charge, and that travel time does not include packers' and movers' travel time, for which appellant has submitted an invoice. Appellant elected to resolve this dispute under the Board's small claims procedure, and both parties elected a decision on the record.
