Dick Incorporated appealed the contracting officer's final decision regarding the contractor's installation of centrifugal fans as part of the renovation of the U.S. Post Office and Courthouse in Pittsburgh, Pennsylvania. The contracting officer determined that the fans were not "domestic constructions," as required by the Buy American Act, and he directed the contractor to replace them.
